Abstract

Climate change poses significant challenges to agricultural productivity, food security, and rural livelihoods, particularly in emerging economies where agriculture remains highly dependent on climate-sensitive resources. Increasing temperatures, erratic rainfall patterns, and extreme weather events have intensified the vulnerability of farming systems and rural communities. This review examines climate-resilient agricultural policies and rural development strategies that support sustainable livelihoods in emerging economies. An extensive review of the literature was conducted to synthesize evidence on climate change impacts, climate-resilient agricultural practices, policy interventions, rural development approaches, technological innovations, and implementation challenges. Relevant studies, policy reports, and scholarly publications were analyzed to identify key trends and strategies for enhancing agricultural resilience. Climate-smart agriculture, conservation agriculture, agroforestry, efficient water management, and climate-resilient crop varieties were identified as important adaptation measures. Effective policy frameworks, agricultural insurance, sustainable resource governance, financial inclusion, capacity building, and community-based adaptation contribute significantly to resilience building. Technological innovations, including digital agriculture, climate information systems, remote sensing, and artificial intelligence, further enhance adaptive capacity and productivity. However, financial constraints, institutional weaknesses, technological barriers, and social inequalities continue to limit implementation. Strengthening climate resilient policies, promoting sustainable agricultural innovation, expanding climate finance, and enhancing rural development initiatives are essential for achieving resilient agricultural systems and sustainable livelihoods in emerging economies.
